Government Provides Comprehensive Support for Drug Rehabilitation Services

The Department of Social Justice and Empowerment offers financial assistance to establish, operate, and maintain De-addiction Centers for individuals affected by drug addiction, including children, under the National Action Plan for Drug Demand Reduction (NAPDDR). The department supports numerous state-wise and district-wise de-addiction and counseling centers across the country.

Additionally, financial aid is provided for Community-Based Peer-Led Intervention (CPLI) centers, targeting early drug use prevention among adolescents. These centers focus on at-risk children and adolescents, aiming to create awareness against drug use and promote life skills in schools. The state-wise and district-wise details of CPLI centers are also supported by the department.

The department has developed the Navchetna Modules, teacher training modules designed to increase drug awareness and promote life skills among school children.

Measures to monitor the quality and effectiveness of these services include the registration of NGOs with the DARPAN Portal of NITI Aayog, only accepting online proposals via the e-Anudaan portal, and releasing subsequent grants based on audited statements and utilization certificates. A Project Monitoring Unit (PMU) conducts random inspections of centers, and grants-in-aid are released based on inspection reports. De-addiction centers are required to install CCTV, and NGOs must register on the Public Financial Management System (PFMS) and implement the Expenditure Advance Transfer (EAT) Module for proactive disclosure of their activities to the public.
