Sri Lankan Civil Servants Complete Capacity-Building Program in New Delhi

The seventh capacity-building program for mid- to senior-level civil servants from Sri Lanka concluded successfully in New Delhi. Organized by the National Centre for Good Governance, the program brought together 40 officials from key ministries, including the Ministry of Buddhasasana, Religious and Cultural Affairs, the Ministry of Fisheries, and the Ministry of Youth Affairs and Sports.

Participants ranged from Chief Secretaries and Deputy Chief Secretaries to Assistant Divisional Secretaries and Directors. The initiative aimed at enhancing administrative efficiency and governance practices in Sri Lanka, with a special focus on digital transformation, sustainable development, and citizen-centered governance.

Union Secretary V. Srinivas, speaking at the valedictory session, highlighted India’s progress in digital governance. He addressed the impact of systems like the Centralized Public Grievance Redress and Monitoring System and the principles of “Maximum Governance, Minimum Government.” He also discussed Mission Karmayogi, India’s flagship program to equip civil servants with future-ready skills for evolving governance challenges.

Program topics ranged from cadre management in the public sector to strategies for strengthening Sri Lanka’s paddy farmers and tackling corruption. Sessions included case studies on healthcare for senior citizens and digital solutions for revenue collection.

Participants visited institutions such as the Lal Bahadur Shastri National Academy of Administration, the Indira Gandhi National Forest Academy, and the Forest Research Institute. They also toured landmarks like the Taj Mahal and undertook district-level field attachments.

The program was led by Dr. A.P. Singh and supported by a team including Dr. M.K. Bhandari. This initiative represents a continued effort to foster international collaboration and improve governance frameworks in the region.
