Democratization of Service Delivery Marks Governance Transformation in India

Union Minister Jitendra Singh underscored India’s transformative achievements in governance over the past decade at the Indian Institute of Public Administration’s 71st Foundation Day in New Delhi. Delivering the Dr. Rajendra Prasad Annual Memorial Lecture, he highlighted milestone reforms aimed at improving service delivery to citizens and advancing inclusivity.

As part of efforts to simplify processes, Singh emphasized initiatives like the introduction of a single pension form and unified application platforms for fellowships and higher education. Over 1,600 obsolete rules have been abolished, reflecting the government’s commitment to modernizing bureaucratic systems. Technological advancements such as the use of facial recognition technology for pensioners’ life certificates have revolutionized processes, enabling ease of access for senior citizens.

Singh noted that government recruitment exams are now conducted in 13 regional languages, with plans to expand to all 22 scheduled languages under the Constitution. The abolition of interviews for certain positions further ensures fairness in hiring practices. The Rozgar Melas were also highlighted as significant platforms creating employment opportunities for India’s youth.

The Minister praised the integration of sectors such as space and nuclear energy with private participation under the Whole-of-Government and Whole-of-Science approach. India now ranks fourth globally in patent filings, with 56 percent filed by resident Indians. A December 2024 survey revealed that India has nearly 5,400 scientists among the world’s top two percent of researchers.

As Chairman of IIPA, Singh led the 326th Executive Council Meeting, welcoming 130 new life members from various sectors and guiding future activities including workshops and training initiatives. He announced plans to extend IIPA’s knowledge resources and leadership modules beyond government sectors to support the Viksit Bharat@2047 vision.

An MoU was signed between IIPA and the Coalition for Disaster Resilient Infrastructure to enhance collaborative efforts. Singh also launched a publication titled Antyodaya Se Sarvodaya: A Framework of Universal Fulfillment.

The event concluded with Singh reaffirming the government’s dedication to democratizing service delivery and realizing the governance mantra of inclusivity and development for all.
